Chongqing, CCTV, March 23 (reporter Liu Zhan) Chongqing traffic law enforcement branch announced that from today on, the branch directly under Chongqing traffic law enforcement will carry out a six-month special regulatory action for the car rental industry in the main urban area in conjunction with transport management, public security, industry and Commerce and other relevant departments.

Data shows that since 2014, the car rental industry in the main urban area of Chongqing has developed rapidly, and there are more than 5000 leasing enterprises of all kinds. With the explosive growth of the car rental industry, there are problems such as the license of car rental enterprises is not complete and they are attached to private vehicles. The special rectification will focus on the following violations:

（1） Illegal leasing enterprises that use private cars to access the network car platform and engage in network car rental business without authorization;

（2） An illegal leasing enterprise that engages in the leasing operation of minibuses (less than 9 seats) without the permission of the road transport administration department according to law;

（3） After obtaining the permission from the road transportation management department, the illegal leasing enterprise fails to purchase more than 20 self owned minibuses that meet the national standards and pass the inspection within the 180 day commitment period;

（4） Illegal act of using rental vehicles to engage in road transport business activities;

（5） Illegal act of using minibus without lease record certificate to engage in lease business activities;

（6） Illegal act of using "offline bus" for leasing;

（7） Illegal act of providing driving service for the lessee;

（8） Enterprises outside the city engaged in leasing business in other places without the permission of the road transportation department of the city;

（9） Other illegal operations that seriously infringe upon the interests of the masses and disrupt the order of the leasing market.

The traffic law enforcement branch said that at the beginning of the renovation, they urged relevant enterprises to apply for permission and record to the road transport administration within 20 days. If the enterprise fails to obtain the corresponding qualification within the time limit and is still in operation, it will be ordered to stop operation and given corresponding administrative punishment according to law.
